Ranma would argue the whole 'needing a hero license' nonsense is complete BS. Why does hero work need to be relegated to behind a card or a title? Shouldn't his being a martial artist enough to qualify as doing the right thing? Because like hell he's just going to sit there and not rush into trouble if it meant saving lives!
If anything, labeling himself (truthfully) as Quirkless seemed more beneficial in his favor. After all, in this world comprised of mostly supers and Quirk-users, hearing someone doesn't have one would make them underestimate them. It opens up arrogance of an easy win, leaves more sloppy openings for the quote-unquote "powerless" person to take advantage of. He has had some idiots from other classes try to 'teach him a lesson about how the world works' after school that usually ended with those same idiots very, very sore coming the next two to three weeks...
... Which is why his curse being labeled as his 'Quirk' irks him to hell and back. So much so that he had tried rebutting against the claims, though not everyone either believed him, or simply just didn't care about it because 'guy turns to hot chick'. He might've had to threaten one or two students who were dumb enough to try and oogle at his form or tried splashing him by 'accident', one of them being that little purple gremlin in 1-A. Needless to say, after threatening to tear off his balls, and not the ones on his head, and feed them to him, he left him alone after that. Though at the same time, it could be a good thing not anyone special knows about the Jusenkyo springs. A villain with say a telekinetic or water controlling quirk could easily get all the waters and flood cities. Whatever citizens that didn't drown would be cursed into pigs, geese, ducks, and more.
Ranma had definitely picked up on some of his classmates that'd benefit a lot from training at the dojo. Though he's certain some of them would make his acquaintances from back home freak out. It's not every day you see someone born with a tail that wasn't the result of magic, curses, or human-animal hybrids. At the same time, however, Ranma isn't exactly qualified to teach anyone actual martial arts technique outside of the occasional pointer here and there. A lot of what he learnt also took many, many years for him to pick it, and he was a prodigy that was able to memorize and understand most forms in just a snap.]

A lot of kids have already come to realization that things aren't always going to go well for you by that point in life. Depending on how said kid was raised resulted in whether they handled that realization better or worse.
The license is there for a number of reasons. It's proof the hero is who he or she says he is, prevents underage kids from running into situations they're not ready for and then winding up dead, and is intended to discourage acts of vigilantism or villainy from people who just want to use their Quirks for whatever reason. Just like police have to have badges and licenses. Yes, it's stifling at times, fucking annoying as well, and not even Bakugou's own class has entirely beholden to those rules... but society is society for a reason. Otherwise it's anarchy where might makes right and fuck you to anyone who says otherwise.
If someone's going to get suckered into a "Quirkless" claim regarding someone who's obviously standing there ready to fight, Bakugou has zero sympathy for them getting their asses handed to them. Actually, with Ranma and his like being revealed, it should give Quirkless people the chance to earn a double take from anyone looking to abuse them. "What if they're..." delay on the aggressor's side. As for other classes being idiots (he's already sure Monoma got his ass properly kicked) that's their stupid problem.
Welcome to Mineta, Ranma. Knowing he's got "tits on demand" via accidental water splash is going to see Ranma dealing with that little perverted shit more than once. Even with threat to said balls. After all, can he "prove" it was Mineta behind the falling water? Can't just jump to accusations towards someone who simply happens to be in the area, right? If the guy put more focus on his schooling and heroics rather than his perverted antics, he might be better. Fucking hentai. But yeah, keep the spring water to yourself as best you can, Ranma. Villains have been known to use underhanded tactics to get information they want.
Look, Ojirou really took well to Ranma due to Ojirou being the best martial artist in Class 1-A. The chance to train against someone in a similar vein was amazing. And Ojirou's one of the nicest, politest guys in U.A., so enjoy your new friend, Ranma. Even if Ranma can't officially teach, plenty of students can pick up on movements and actions and incorporate them into their own skills if wanted. You have to think on your feet when fighting. Whether any of them want to take on Ranma's moves... eh... who's to say.]
