As for not executing All for One... that one's pretty easy. Do they even know how to kill him? Plus the man probably have information about a lot of things. The rest of the LoV are a lot easier to process that way.

Buddy programs, community service? It's cute ideas, but the government isn't going to spend money on letting villains walk around in the open, even with hero supervisors. Cheaper and safer to let them rot.
